A Resolution for Universal Healthcare through a Medicare for All Single Payer System.

Universal Healthcare Resolution

Our Revolution WA Coast/ Democracy Rising

WHEREAS, in Grays Harbor county 1 in 13 children and 1 in 5 adults 18-64 are uninsured; and

WHEREAS, Grays Harbor County consistently has the poorest rates in health outcomes in the State of Washington in terms of Length of Life where we live over 3 years less than other Washington residents; and

WHEREAS, knowing that increasing preventative care will decrease poor health outcomes, it is all our duty to our community to do everything we can to provide universal healthcare for each other; and

WHEREAS, the Washington State Democratic Party platform states “Health care is a basic human right. Government should work to improve our overall health, while assuring access to high-quality, affordable care for everyone.  Patients must have the right to access and choice between all lawful medical treatment options.”

WHEREAS, of the top 25 wealthiest countries in the world, currently, only the United States of America fails to provide a state financed universal health care program for all residents; and

WHEREAS, the urgent need for a universal healthcare system that administers quality healthcare for every individual from cradle to grave is a nonpartisan issue of morality; Health care must be recognized as a right, not a privilege. Every man, woman and child in our country should be able to access the health care they need regardless of their income; the quality of our care should not depend on the amount of money we have in our bank account or which job we choose; and

WHEREAS, as our current complicated healthcare system does not guarantee universal healthcare coverage from cradle to grave, it has interfered with Americans’ inalienable right to life, liberty and pursuit of happiness; and

WHEREAS, the complex and multi-tiered structure of the health care insurance system in the United States of America enables inequality in healthcare where some people enjoy health insurance plans guaranteeing access to the best health care while other citizens are subjected to substandard health care plans; and

WHEREAS, this patchwork of various unequal insurance programs has created a situation where most people cannot afford to use their health insurance because of rising premiums, deductibles and co-pays; middle-class Americans are especially at risk for impoverishment following a serious illness; nearly half of adults who cannot afford the quality preventative medical care they need, wait until they are very ill, and resort to emergency room visits for treatment, sometimes after it’s too late; and

WHEREAS, this obsolete framework does not produce excellent health outcomes; it only maximizes profits for corporations; we must prioritize our health over corporate profits; and

WHEREAS, a universal healthcare system will be a major contributor to curing many of our social problems including, but not limited to, medical bankruptcy, homelessness, preventable disease, and premature death; and

WHEREAS, universal health care bills have been introduced in both the House and Senate of Washington state, and there are active bills in the United States House of Representatives and the United States Senate, which would expand and improve Medicare for all, providing health care coverage for all, at considerably lower cost; and

WHEREAS, as citizens and representatives, we have a moral obligation to transform our current ineffective, patchwork of health insurance into a publicly financed universal health care system, guaranteed lifetime coverage, that ensures comprehensive, high quality health care for all regardless of employment, income, age, or health status; and

NOW, THEREFORE, BE IT RESOLVED that the creation of universal health care  through a Medicare for all Single-Payer system is in the interest of all residents of the County of Grays Harbor, State of Washington, and the United States of America; and

BE IT FURTHER RESOLVED, by prioritizing high-quality health care as cost-effective as possible, through collective bargaining, we can all attain the health care coverage that is considered to be ‘the best in the world’.

BE IT FURTHER RESOLVED, that Our Revolution WA Coast/ Democracy Rising requests Washington State Representatives, Washington State Senators support universal healthcare by co-sponsoring HB 1026 or SB 5701, and Washington CD6 United States House of Representative Derek Kilmer and Washington United States Senators, Patty Murray and Maria Cantwell, support universal health care through a Medicare for all single-payer system by co-sponsoring HR 676 in the House and S1804 in the Senate.

BE IT FURTHER RESOLVED, that Our Revolution WA Coast/ Democracy Rising provide attested copies of this Resolution to the aforementioned state and national representatives that were elected, for and by the citizens of Grays Harbor County.

AND, BE IT FURTHER RESOLVED that Our Revolution WA Coast/ Democracy Rising publicly release our support for this resolution for the purposes of education and advocation, as it fulfills our mission.

ADOPTED by Our Revolution WA Coast/ Democracy Rising, this 21st day of October 2017.
